Glitter can be fun and add some glam to your desired look. The best time to flaunt this shiny, catchy goodness is when you WANT to turn heads. Personally, I think glitter creates more of a “youthful” look but can be a necessity for fun times. It creates the dressed up costume feel. A more adult like glittery look can be achieved by using colors that almost have a metallic quality and reflective properties, shimmer.
Some beauty lines call it Pigment - and comes in a powder form. One tip for using pigment is that a little goes a long way. In contrast to matte and flat colors, glitters and shimmers are important elements in creating an eye catching look.

I have heard that shimmer can accentuate fine lines. If your eyes are not as smooth as they once were as a wrinkle-free twenty-something, how do you prevent the shimmer from highlighting a not-so-smooth surface?
One of the tips that I would offer for people with eyelids that aren’t as smooth as they once were, is to apply the shimmer to the outer edge of the eyelid, rather than the entire lid - or just closer to the brows. Other people have been know to use a cream color base before the pigment to help make the surface seem a bit smoother. One can also use shimmer on the cheek bones, collar bone, or shoulders to create a beautiful shiny look
